Savings associated with SCCP and CBDA

Senator DAVID POCOCK: Thank you for your time this morning. I've got some questions on support determinations and how they're built into the savings estimates in this budget. Minister Butler has announced that, if the current NDIS amendment bill passes, he intends to use a support determination to cut social and community participation budgets by 50 per cent. Is that correct? Mr Comley: That is correct. Senator DAVID POCOCK: The minister has also announced an intention to cut capacity building budgets by 10 per cent through a support determination. Is that also correct? Mr Comley: That's correct. Senator DAVID POCOCK: What are the savings attributed to both of those cuts in the budget? Ms Long: The savings associated with both the SCCP and the CBDA reset is $13.2 billion over the forward estimates. Senator DAVID POCOCK: Can you split that out between them? Ms Long: Yes. Commencing from 2026-27, it is $1.1 billion; 2027-28- Senator DAVID POCOCK: Sorry, I mean between the two. Ms Long: My apologies, we don't actually have that breakdown. When we were modelling the impacts of the package, we did have to model the package as a whole. That means that there's a range of measures that interact and are related. It's challenging to break that down much further than that, so that's the level that we have it at. Senator DAVID POCOCK: Maybe if you take it on notice then, if that's alright. I understand the support determinations are revocable but I also understand that these are sort of baked into the budget and the projected savings over the long term. Is that the case-that these changes are baked in going forward?
