Senator BELL: Do you know what share of payments last financial year went to the registered versus unregistered? Registered providers are around seven per cent of the market. Do we know what the share of payments is? Mr Dardo: We have that available. I'll get Mr Gifford to come and respond. Mr Comley: While he comes to the table, I think it's important to note that there are policies in place to increase the level of registration, starting with the SIL sector but based on a risk basis. It's certainly a policy objective to increase the span of registration. I answered a question from Senator Steele-John earlier. We think about registration as having four aspects: one is safety of participants, another is quality, the third is giving market information so we know what's going on, and the fourth goes to your line of questioning about dealing with fraud. The direction of travel is certainly to increase the level of registration. We want to do that in a risk-proportionate way and ensure that it's not overly burdensome, particularly to those that are low risk. Mr Gifford: Apologies. We do have the information; I just don't have it to hand. But we should be able to get it to you during the hearing, if that's okay. Senator BELL: If you want to provide that to me on notice, that's fine as well. Mr Gifford: Okay, sure. No worries.
