Question

1. Will penalties apply where an exporter fails to meet the DSO because of events outside its control, including weather, outages, pipeline constraints, buyer non performance or regulatory delay? 2. Can DISR guarantee that the new scheme will result in less regulatory burden than what is currently in place?
