Question

The Offshore Petroleum and Greenhouse Gas Storage Act 2006 (OPGGS Act) requires the Commonwealth to carry out a monitoring program after the closure of a CCS site to monitor the behaviour of the injected CO2. The OPGGS Act also requires the Commonwealth to indemnify CCS title holders against any future liabilities, damages incurred/accrued from its acts, or omissions associated with the licence after the closure assurance period: generally 15 years after the completion of injection activities. 1. Has the government completed any cost analysis, modelling or any other type of budgetary estimates to quantify how much this ongoing monitoring will cost the government if it were to see enough deployment of CCS projects to meet its net zero target? 2. As part of the RAP's 2024-2034 roadmap, the Government has committed to releasing a national carbon dioxide storage resource atlas by 2028. - What is the current status of this project? - How much has been spent by the Government to date on completing it?
