Question

1. For the purposes of Budget Paper No. 1, Statement 3, (pp124-127), define ''new net zero spending measures'' and state the criteria used to classify a measure as net zero spending. 2. Of the $12.3 billion over the forward estimates and the $18.2 billion over the medium term in Table 3.9 (p125), how much is: (a) new policy, (b) re-announced funding, (c) reprofiled existing funding, and (d) previously provisioned or already announced commitments? 3. Reconcile the $12.3 billion and $18.2 billion figures in Table 3.9 with the Government's $75 billion total net zero spending figure reported in the 2025-26 MYEFO (p11) and state the updated total. 4. Provide a line-by-line list of every measure included in the $12.3 billion and $18.2 billion figures, including the responsible portfolio, program name, agency, headline amount and annual profile to 2036-37, and identify any contingent liabilities, guarantees or other fiscal exposures excluded from those totals.
