Question

1. What oversight and responsibility do Treasury have over the National Urban Policy (NUP) framework? 2. Does Minister O'Neil have oversight/responsibility for the National Urban Policy Framework? 3. If Treasury is responsible for Cities policy, yet Treasury takes no ownership over the NUP, who in the government has oversight over the continued implementation of the NUP? 4. Provide an outline of what work the Cities and Suburbs unit and the Treasury Department has completed on National Urban Policy since the machinery of government changes in 2025. 5. How many staff within Treasury and/or the Cities and Suburbs Unit worked on the National Urban Policy framework? 6. How many staff within Treasury are currently working on National Urban Policy and on what projects? 7. How many meetings have Treasury staff had with external stakeholders relating to the National Urban Policy following the machinery of government changes in 2025. a. Provide details of these meetings including times, dates, participants, all electronic communications and meeting notes. 8. If Cities policy and planning reform remain a priority for the Albanese Government, will there be an updated National Urban Policy Framework reflecting recent government announcements and policy changes? a. When will an updated framework be produced? 9. During Senate Estimates, Treasury officials gave evidence that no staff within Treasury worked on or have knowledge of the NUP framework. Is this correct? 10. Following the 2025 machinery-of-government changes: a. was responsibility for implementation of the National Urban Policy transferred to Treasury? b. if so, on what date? 11. Has Treasury reviewed the National Urban Policy since responsibility for cities policy transferred to Treasury? 12. Has Treasury developed an implementation plan for the National Urban Policy? a. If yes, provide a copy. 13. What actions have been taken under each pillar of the National Urban Policy since Treasury assumed responsibility for cities policy? 14. What reporting mechanisms exist to track implementation of the National Urban Policy? 15. Has Treasury produced any briefing material for Minister O'Neil on the National Urban Policy? 16. Has Treasury consulted any state governments, local governments or industry groups regarding implementation of the National Urban Policy?
