BEEF Implementation Update: Business Case, Federation Funding Agreements and Grant Processes

1. The Department advised that KPMG was contracted to undertake the business case for the BEEF Commonwealth investment in owning or leasing components. Did the Department receive the final report on 19 December 2025 as expected? a. If not, what date was the contract subsequently extended to? i. How does this impact the projected timeline for the rollout of the BEEF owning or leasing components? b. If yes, can the Department confirm how the remaining funds initially allocated to the undertaking of the business case will be reallocated? 2. Western Australia, Queensland, the Northern Territory and New South Wales are yet to sign Federation Funding Agreements. Can the Department provide an update on the four outstanding FFAs? 3. I note that the Building Fund Large-Scale grant round opportunity opened to applications on 9 February 2026. How will funding be distributed across states and territories? Will there be a jurisdictional cap in-place? a. Has a probity adviser been appointed? i. If yes, please advise the probity adviser's renumeration. ii. If not, why not? When does the Department expect to appoint a probity adviser?
