Question

1. The loan fee of 20% applied to students who take out a FEE-Help loan has been described as "a tax on the students". In the Universities Accord Report proposals put forward through that process to remove the were dealt with in one sentence, with the Review Panel considering the taxing of students was justified. What input to the Review did the Department provide on this issue? 2. Did the Department provide advice to Government on this 20% student loan tax in the context of the student debt waiver? If so, what was the nature of that advice? If not, why not? 3. As the Higher Education Loan Program does not directly fall within the remit of the new Australian Tertiary Education Commission (ATEC), when does the Department anticipate it will undertake new modelling on the loan program? 4. At what cadence is the modelling undertaken? 5. When will the efficacy and equity of the 20% loan tax be included in the system-wide modelling? 6. Will that include effects on matters the Government has highlighted as a priority including cost of living for young Australians and debt serviceability?
