Question

1. Why did the Department not set any savings targets at all under the Strategic Commissioning Framework when the Department's annual report shows that it spent $155 million on contractors and consultants in 2024-25? 2. Did the Department consult with relevant unions about what is classified as core work and the decision to not set any targets prior to decisions being made?
