Self-Employment Assistance Program completion rate

In the last Estimates hearing we learned that the Self-Employment Assistance Program completion rate dropped from approximately 80% to 60%. Over what time period did this decline occur? a. What does the department attribute the 20 percentage point drop in completion rates to? b. How does ''completion'' of the program relate to actual business establishment? What proportion of completers successfully establish and sustain a business for 12 months? c. What is the business survival rate at 1 year and 3 years for participants who complete the program? d. Has the program design changed since the New Enterprise Incentive Scheme it replaced? If yes, what does the Department think has contributed to the reduced completion rate? e. What is the total annual expenditure on the Self-Employment Assistance Program, and what is the cost per completed participant? f. Is the program being evaluated? If so, what does the evaluation look like and when will findings be available? g. Has the Department considered any changes to the program in light of the completion rate decline?
