National Water Grid Funding

Question

In answering the following questions, please ensure all figures are internally consistent and reconcile across Budget Papers, Portfolio Budget Statements, Portfolio Additional Estimates Statements and program-level reporting. 1. Please provide the total funding envelope for the National Water Grid Fund (NWGF), including: a. total funding committed since inception; b. total funding currently allocated across all projects; c. total funding contracted but not yet expended; and d. total funding unallocated or available for future projects. 2. Please reconcile the National Water Grid Fund funding as reported across: a. Budget Paper No. 2 measures (2022-23 to 2025-26); b. Portfolio Budget Statements and Portfolio Additional Estimates Statements; and c. administered program expenses reported under Outcome 4 in DCCEEW. In doing so, please explain any discrepancies between: i. total program funding; and ii.annual expense figures reported in the Budget papers. 3. For each financial year from 2022-23 to 2025-26, please provide: a. total NWGF funding appropriated; b. total expenditure (cash outflow); c. total payments made to states, territories, and project proponents; and d. total underspend or unspent funding carried forward. 4. Please provide a complete list of all projects funded under the National Water Grid Fund, including for each project: a. total Commonwealth contribution approved; b. amount contracted; c. amount expended to date; d. expected completion date; and e. current project status (planning, construction, completed, delayed, or not proceeding). 5. Please identify: a. all projects under the NWGF that are delayed, deferred, or not proceeding; b. the value of funding associated with those projects; and c. whether that funding has been, or is intended to be, reallocated within the Fund. 6. The 2023-24 and 2025-26 Budgets refer to funding being reallocated or redirected within the NWGF. Please provide: a. the total value of funding reallocated within the NWGF since 2022-23; b. the projects from which funding was removed; c. the projects to which funding was redirected; and d. the criteria used to determine reallocation decisions. 7. As at the latest available date, please provide: a. the total funding remaining within the NWGF forward estimates that is not yet contractually committed; b. the expected timing of allocation of this funding; and c. whether the Government is currently accepting or assessing new project proposals under the Fund.
