Given allegations that Narungga cultural heritage places and objects have already been damaged or destroyed during construction at the Hillside mine, what consideration has the Minister given to making an emergency declaration under sections 9 or 18 of the Aboriginal and Torres Strait Islander Heritage Protection Act 1984, and why has no such declaration been made to date?
