Question

In Mr Barnes' letter of 29 August 2023, he advised Minister Bowen that a fixed-price contract was ''executed in a relatively benign and supportive environment''. What was meant by 'benign and supportive' environment? Is the project currently being delivered in a benign and supportive environment? If not, why not?
