Question

1. As a part of its current 'parcels first' strategy, Australia Post has been reducing the other products and services that it provides through small businesses operating as Licenced Post Offices (LPOs) - including retail, financial, identity, bill payment and government transactions services - which has led to the closure of numerous LPOs. What is long-term strategy for letter deliveries and general postal services? a. Is there a formal policy/policy-decision behind this? i. If so, can you please provide the Committee with a copy of the policy? b. Has Australia Post done any modelling on how its parcels first strategy will affect LPOs and their customer bases? i. If so, could you please provide a copy of the modelling to the Committee? c. What - if anything - is Australia Post doing to ensure people that prefer or need to collect their parcels from an LPO or PO readily can? d. Is there a quota in place on delivery drivers bringing parcels to electronic parcel lockers? i. If so, what is the quota, and how and when was it implemented? e. What advice has Australia Post received sought and received to ensure its parcels first strategy isn't in breach of its community service obligations - particularly regarding older people and people with a disability? i. Please provide a copy of any advice to the Committee.
