1. Regarding the AIS Podium Project, I would like to know why the procurement and delivery model was structured in a way that appears to exclude or disadvantage ACT-based businesses that contribute directly to payroll tax revenue and training levies within the Territory economy? 2. What specific local workforce participation requirements will apply to this project, including targets or minimum thresholds for employment of ACT-based workers, apprentices and trainees? 3. What contractual obligations, if any, will require the successful head contractor and its supply chain to engage ACT-based subcontractors and suppliers? 4. Was any weighting or consideration given to the economic return generated by businesses already contributing to the ACT through payroll tax, training levies and local employment? 5. What assessment has been undertaken of the economic impact on the ACT construction industry if local firms are excluded from participation in the project? 6. Will the Commonwealth require reporting on the proportion of project expenditure retained within the ACT economy through local labour, subcontracting and procurement? 7. What mechanisms will be in place to ensure local subcontractors are not overlooked in favour of interstate or vertically integrated delivery models? 8. Will there be mandatory requirements relating to apprentices, trainees or local skills development outcomes attached to the contract? 9. Has the Government undertaken any modelling on the number of ACT jobs that could be supported through stronger local participation requirements? 10. How does the current procurement approach align with broader government objectives relating to sovereign capability, local industry participation and workforce development in the ACT construction sector?
