1. Why does the Government continue to fund the delivery of the USO through the Telecommunications Industry Levy (TIL) without a comprehensive, publicly reported framework linking funding to measurable outcomes? 2. The TIL requires carriers to report eligible revenue for levy purposes, but there is no equivalent public reporting framework tying levy funding to USO performance outcomes-why is that the case? 3. Please outline what regular, program-level reporting is publicly available for the TIL. a. How much funding is collected through the TIL each year? Please provide these details since 1 July 2022. b. What requirements are attached to this funding and have they been met? Please provide details. 4. Please provide a consolidated report showing for each financial year since 1 July 2022: a. Total TIL collections, b. Payments to Telstra, and c. Service delivery outcomes
