Question

On Employee Assistance Program (EAP) utilisation, the report notes only 29 instances of EAP utilisation among the thousands of Commonwealth parliamentary workers. It does not seem consistent with the percentages listed on p. 19 of the report regarding the levels of bullying, harassment and other "unacceptable behaviours" either witnessed or experienced by respondents in the past 12 months. 1. What conclusions does the PWSS draw from the low level of EAP usage? 2. Does the PWSS consider 29 EAP interactions across the entire parliamentary workplace ecosystem to be evidence of a psychologically healthy workforce? Or does the PWSS consider the low EAP utilisation indicate a lack of awareness, lack of trust or confidentiality concerns, fear of career consequences, barriers to access, or other factors?
