Question

The contract was entered into on 30 April 2026 but the contract notice was not published on tenders.gov.au until approximately 10:30 am on the morning of the Court's appearance at Senate Estimates. What is the Court's explanation for the delay of roughly a month between execution and publication? What is the Court's obligation under the Commonwealth Procurement Rules for the timeframe within which contract notices must be published, and was that obligation met in this case? Can the Court confirm whether the timing of publication, shortly before its Estimates appearance, was coincidental, and identify who authorised the publication and when the decision to publish was made?
