AIRSERVICES - Noise Action Plan for Brisbane - Performance Based Navigation
Question
1. Has Airservices Australia assessed whether Performance Based Navigation (PBN) technology enables a greater proportion of departures to be contained within the Gateway Motorway corridor (Minnippi Parklands-Belmont Rifle Range) than was assumed in the 2007 EIS/MDP? If yes, please identify the relevant assessment documents, including title and date. 2. What validation has Airservices Australia undertaken to ensure its environmental and noise modelling accurately reflects the track-keeping characteristics of contemporary PBN operations? Please identify any validation studies, reports or analyses relied upon. 3. If Airservices Australia accepts that PBN technology can concentrate aircraft movements over narrower corridors, what evidence demonstrates that broader N60 population-overflown metrics provide a better indicator of community impact than N70 contours when comparing route options affecting schools and residential communities? 4. What policy, scientific, operational or community-impact rationale supports the transition from assessment methodologies that prominently considered N70 contours to methodologies that place greater emphasis on broader N60 population-overflown metrics, particularly in circumstances where PBN technology can increase the concentration of aircraft movements over specific communities and schools? 5. What evidence supports the proposition that a route option with superior N60 outcomes, but inferior outcomes for N70 exposure, Population Overflown, Sensitive Sites and Track Miles, should be preferred from a community or environmental impact perspective? Please identify all studies, assessments, policy guidance and decision-making frameworks relied upon.
