Question

NCA approved the construction of a large-scale retirement village - LDK Amberfield - on the north side of Cotter Road, between Lady Denman Drive and the Tuggeranong Parkway. There was insufficient consideration of access issues with residents of this complex now reporting serious safety concerns with the access point to the site at the uncontrolled intersection of Fryer Road and Cotter Road. There is also no pedestrian access with no path along the north side of Cotter Road and no access to public transport, despite two rapid routes (R7 and R10) travelling along Cotter Road. A petition calling for traffic lights at the Fryer/Cotter Road intersection (https://epetitions.parliament.act.gov.au/details/pet-059-25https://epetitions.parliament.act.gov.au/details/pet-059-25) with over 1,000 signatures (including online signatures) was presented to the ACT Legislative Assembly in September 2025 (sponsored by Fiona Carrick MLA). Discussions are ongoing between NCA, LDK and Roads ACT about how to improve safety at this intersection. 1. What is the status of discussions between the NCA, LDK and Roads ACT about safety improvements to the Fryer/Cotter Road intersection? 2. What lessons has the NCA learned from the Amberfield project about taking an holistic approach to planning when approving developments?
