NCA - Hume Circle
Question
One of the key concerns being raised about DA102 is around traffic and the lack of any detailed traffic studies in the draft amendment. Referring to documents released under FOI, I note that the ACT Government identified a need for updated traffic modelling and the consequential augmentation of infrastructure. It notes that: ''Commonwealth funding of $20 million has been identified to assist in resolving traffic safety management issues at Hume Circle.'' Do you have further detail on this funding and will you be including updated traffic studies in the draft amendment? The ACT Government has said the proposed density, combined with what's planned for the Eastlake precinct, would make this the 'most densely populated precinct in the ACT. Referring to the submission from the ACT Government's City and Environment Directorate, the submissions says ''before committing to the National Capital Plan amendments, City & Environment Directorate recommends undertaking comprehensive network assessments with infrastructure providers to understand impacts on: Energy, water sewerage, communications Public transport Active travel and road networks Stormwater and overland rail networks Canberra rail station.'' Has the NCA undertaken any of those assessments? Will the NCA undertake any of these assessments before it presents the amendment to NCP to the Minister? The ACT Government has said that their consultations with Icon and EVO on the Acton Waterfront Development revealed that the addition of 1,000 dwellings would have a significant impact on existing utilities. As they say, that development will require a significant amount of capital works over a long-time frame. They have recommended that the NCA include early stage engagement with Icon and EVO on a long-term utilities plan to support any development in this. Has the NCA had any engagement with Icon and Evo about this proposal to date?
