Funding Model for New Ombudsman Scheme - Levy Structure and Equity Across Airports

Question

1. Can I confirm please how the funding of the new Ombudsman Scheme will work. Is it correct that the proposal is to establish a flat annual general levy? 2. And will that levy apply equally to Sydney airport and to Canberra airport? 3. How is that fair when you look at the huge variance in their size? Canberra airport has around 2.8 million passenger movements (domestic and international) per annum while Sydney has 41.4 million?
