1. What factors does the department consider when making a decision whether or not to provide a ''courtesy consultation'' with a ministerial office? 2. What percentage of FOI requests made involve a courtesy consultation? 3. Does the department continue to flag FOI requests from journalists and politicians as ''sensitive issues'', or flag them as different in any way to other FOI requests?
