Question

Mr Metcalfe: The selection panel and the university have agreed to a six-person panel. TEQSA nominated the chair, Professor Coaldrake. He then went about identifying other members. TEQSA and the university also agreed that there would be two members of council on the panel-me and Professor Ng. The other three members were effectively identified and then agreed to between the university and Professor Coaldrake, and I'm sure he spoke to TEQSA about it as well. ... Senator KOVACIC: ...Is the chair from TEQSA or appointed by TEQSA? Mr Metcalfe: The chair was agreed between TEQSA and the university. Senator KOVACIC: I misheard that before. There are two members from council. Mr Metcalfe: That's correct. Senator KOVACIC: And the balance of the members was found by the chair but agreed to by TEQSA and the university? Mr Metcalfe: That's correct. Senator KOVACIC: Does the chair have a casting vote? Mr Metcalfe: I don't think we discussed that, and I'd be very surprised if we would ever get to a situation of anything other than consensus. Senator KOVACIC: I think it would be important to find out whether the chair has a casting vote. Mr Metcalfe: Yes, I will check.
