Question

1. On 13 February 2025, this Parliament passed legislation enabling IBA to borrow and raise money, so that it could facilitate and finance large-scale projects and transactions. The next step was meant to be to establish the Rules about borrowing and lending. Have the Rules that set out IBA borrowing and fund-raising been agreed? 2. If not: a. What is causing the delay? b. IBA has built its Strategy Towards 2030 around its expanded mandate to borrow and raise capital. What is the cost to First Nations communities of every month this delay continues? c. Are there specific projects or transactions that IBA has been unable to proceed with because the Rules are not yet in place? d. What is the expected timeline for the Rules to be finalised and agreed?
