Budget Turbulence

Question

How does the Defence budget accommodate this substantial turbulence in spending on AUKUS without it affecting other planned and funded activities in other parts of Defence, including the Army and Air Force? a. Is there this much fat in the annual Defence budget? Why is the AUKUS budget so turbulent when we are still years away from buying or building any actual submarines and when significant spending on major facilities like Henderson has not begun? Is similar budget turbulence expected in the AUKUS program over the forward estimates?
