1. Please provide a consolidated table of every annex, appendix, schedule, side letter, understanding or instrument that has been agreed but not yet published. a. For each unpublished item, please identify: i. title; ii. chapter or article to which it relates; iii. subject matter; iv. whether the text has been agreed in substance; v. whether legal scrubbing is still underway; vi. whether the European Union has access to the text; vii. whether the Office of Impact Analysis has access to the text; viii. expected publication date. 2. Which unpublished documents are necessary to understand Australia's market access commitments? 3. Which unpublished documents are necessary to understand the European Union's market access commitments? 4. Which unpublished documents are necessary to understand Australian policy reservations, carve-outs or protected measures? 5. Which unpublished documents are necessary to understand services, investment, professional mobility or procurement obligations? 6. Will all unpublished annexes and schedules be released before signature? a. If not, why not? 7. How can exporters assess commercial value before base rates, staging categories, quota rules and residual duties are public? 8. Please provide a product-by-product table for all tariff-rate quotas under the agreement, including: a. product; b. quota volume; c. in-quota tariff; d. out-of-quota tariff; e. phase-in period; f. administration method; g. eligibility conditions; h. certification requirements; i. safeguard provisions. 9. For beef, sheep meat, sugar and dairy, will tariff-rate quotas be first come, first served, licence-based, importer-administered, exporter-administered, auctioned, certificate-based, or administered by another method? 10. Which Australian agency will administer each Australian export quota? 11. Which EU agency or institution will administer each EU import quota? 12. Has DFAT modelled the difference between headline quota volumes and commercially usable quota access? 13. Has DFAT modelled expected quota utilisation in the first year, fifth year and at full implementation? 14. Will DFAT publish annual quota-fill data for all agricultural tariff-rate quotas? 15. Has industry been consulted on quota administration rules? a. If yes, please provide the dates and stakeholders consulted.
