With reference to rehabilitation programs for serious repeat offenders— Will the Minister advise (a) how many young people on the serious repeat offender index (as a number and a percentage) have no record of receiving a rehabilitation program, (b) what proportion of young people held on remand at Cleveland Youth Detention Centre from 2023-24 to 2025-26 financial years (reported separately by year) participated in rehabilitation programs and (c) are children held in watch houses or detention centres on remand, awaiting sentencing, eligible for the same rehabilitation programs as young people in detention who have been sentenced?
